Mr. Keo donald is now willing to sell the

property to the Goverment at 82.30 per square foot, which aggregates a sum of $383,807.70, and has agreed to leave his

offer open until your decision shall have been received. I

recommend the acceptance of this offer which is considered

not unreasonable, rather than recourse to arbitration and I

shall be obliged if you will communicate your decision by telegraph.
